Hemet water and sewer utilities
Three agencies supply water in Hemet, so the first question after a leak is whose pipe it is. Your bill or the agency's service map answers it.

Who provides water inside the city
The City of Hemet says it serves a 5.25-square-mile area. Eastern Municipal Water District and Lake Hemet Municipal Water District serve the remaining 22.45 square miles of the incorporated city.
Look at the name on your water bill. If you do not have one, as in some rentals and parks, ask the landlord or park office which agency serves the address.
Who to call
For the City of Hemet service area, the city's water page lists (951) 765-2300. Eastern Municipal Water District lists emergencies, including mainline breaks, service line leaks and sewer blockages, at 1-800-698-0400 or 951-928-3777 ext. 6265, and its customer service at 1-800-426-3693.
The Lake Hemet Municipal Water District is not covered by a source this site could read, so look up the number on your bill.
Where your side begins
Water agencies generally own the main and the line to the meter. On your side of the meter, the pipe is yours. A leak on the street side of the meter belongs to the agency, and a leak past the shutoff valve at your house is yours to fix.
The exact boundary differs by agency and by property. If the leak is near the meter box, call the agency before you dig or repair anything.
A running meter with every fixture off points to a leak somewhere on the property side.
Sewer lines
Sewer blockages in the public main are the agency's. A blockage in the line from your house to the main is usually the property owner's. EMWD does not state on its emergency page where its responsibility ends, so ask when you call.
The sewage backup page covers cleanup.
Water in the house right now?
Call, give your ZIP code, and say what happened. You will be connected with an independent restoration contractor. Calling early gives you more choices than calling after the damage has spread.
